Cost-Benefit Analysis

Compare the expected costs, benefits and trade-offs of a project or policy before committing resources.

BUILT AROUND YOUR DECISION

Ask the questions that matter.

Which option offers stronger value?

Who bears the costs and receives the benefits?

How sensitive is the result to change?

THE SERVICE

A clearer basis for choosing between options.

A proposal can look attractive in isolation while offering less value than an alternative. Cost-benefit analysis creates a consistent framework for comparing the expected consequences of a project, program or policy against a defined baseline.

SunX brings together economic research, quantitative analysis and scenario modeling to examine the evidence behind a decision. The scope can consider financial, economic and social effects, with assumptions and limitations made explicit so decision-makers can interpret the findings in context.

HOW WE CAN HELP

Understand value, trade-offs and uncertainty.

01 / FOCUS AREA

Compare realistic alternatives

Define the decision, identify feasible options and establish what is likely to happen without the proposed intervention. Compare options using a consistent time horizon and set of assumptions.

02 / FOCUS AREA

Assess costs and benefits

Identify relevant effects, when they occur and who experiences them. Where defensible evidence is available, estimate monetary values; describe material effects that cannot be reliably monetized separately.

03 / FOCUS AREA

Test the strength of the result

Explore how changes in key assumptions affect the comparison. Sensitivity and scenario analysis help reveal the conditions under which a preferred option may change.

BUSINESS & GOVERNMENT

For private organizations.

Evaluate proposed investments, operational changes or business initiatives. Understand the expected resource requirements, benefits and trade-offs before choosing an option.

For public-sector agencies.

Assess projects, programs and policy proposals with attention to economic and social outcomes. Consider how effects are distributed across affected groups alongside the overall assessment.

WHAT TO EXPECT

An assessment you can question and use.

The final scope is agreed around your objective and the available evidence. Depending on the engagement, deliverables may include:

01 / DELIVERABLE

An agreed comparison framework describing the options, baseline, scope and assumptions.

02 / DELIVERABLE

An evidence-led assessment of relevant costs and benefits, with scenario or sensitivity results where appropriate.

03 / DELIVERABLE

A written interpretation of the findings, material uncertainties and implications for the decision.

COMMON QUESTIONS

A little more clarity.

How does this differ from economic impact analysis?

Economic impact analysis examines effects such as changes in output, employment or income. Cost-benefit analysis asks whether an option’s benefits justify its costs relative to alternatives. The two approaches answer different questions and may complement one another.

Can every benefit be expressed in money?

No. Some effects lack sufficiently reliable evidence for monetary valuation. These can be described and assessed separately, with the implications for interpreting the overall comparison made clear.

Can the analysis follow a required framework?

Share the relevant agency guidance or project requirements when discussing the scope. The methodology and deliverables can then be agreed against those requirements and the available evidence.
